What IS FRAME™?

Run L&D like a business.

With FRAME™ you run L&D like a business. It gives you the evidence to decide where to invest and what to stop, and the numbers, quarter by quarter, to show what return the business has for money spent.

Right now, most L&D teams report completions, hours, and satisfaction scores. Those numbers tell leadership what your team did. They don’t tell leadership what the business got back, so your budget still reads as a cost.

FRAME™ is a five-step method that changes that. It starts with your L&D strategy and ends with your FOAP.

STEP 01

Anchor L&D’s work to the business strategy.

Start with your L&D strategy and the business priorities it supports. Name three or four focus areas, the initiatives under each, and the executive who owns the result you’re trying to impact. This is your SOAP, or Strategy on a Page.

Connect each initiative to a KPI that is already measured in the business.

Connect each initiative to a KPI that is already measured in your business. You’re not building new measures, you’re borrowing the ones another department already tracks. If your initiative is a first-time manager program, the KPI might be first-year turnover, and HR already reports it. Safety runs incident rates. Ops runs time to proficiency. The result is your KPI Map: every initiative with the business number that shows whether it’s working.

STEP 03

Weigh each initiative’s value against the organization’s readiness to act on it.

Score each initiative in your SOAP twice: how much it matters to the business, and how ready you are to deliver it. Those two scores place it on your Heat Map, a four-box grid. Whichever box an initiative lands in tells you what to do with it — scale it, invest to build readiness first, reconsider it, or stop it. Every initiative gets a decision and a reason, on the record.

STEP 04

Track what you invested against what the business saw.

Each quarter, record two things for every initiative: what you spent on it, and how far its KPI moved. Put a conservative dollar value on that movement — if turnover dropped and you know what a replacement hire costs, you can price it. Add up those dollar values across the year, add up what you spent, and divide the first by the second. That gives you your investment efficiency: $1 invested : $X the business saw. It’s the front page of your FOAP, the page you take to leadership.

STEP 05

Turn measurement into a quarterly habit, not a one-time report.

Run quarterly reviews on the same schedule as the rest of the business. Four times a year, your team reviews the numbers, what they say, and decides what needs to change. That way L&D’s fiscal story is always current and budget conversations become so much more meaningful.

Anchor L&D’s work to the business strategy.

Discovery and the SOAP. Discovery is where we start. Over a few weeks we interview you and three or four of your stakeholders to understand your business, what strategy you already have, and which numbers you can reach without help. Then we build the SOAP, your Strategy on a Page: why the learning function exists, business focus areas, and initiatives under each. For every focus area you name two people. First, the executive who owns the KPI you’re trying to impact. Second, whoever can hand over what the problem costs the business today and the operational data that shows it moving.

Connect each initiative to a KPI that is already measured in the business.

The KPI Map. Each initiative is tied to a KPI that shows whether it’s working, what the problem costs the business today, and what you’re spending to solve it. Say your initiative is a first-time manager program. Your KPI is first-year turnover. One manager leaving costs you $45,000 to replace. You’re investing $200,000 in the program.​

The Heat Map. The Heat Map is a four-box grid, you score each initiative twice, from 1 to 5: how much it matters, and how ready you are to deliver on it. Those scores place it in the grid, telling you what to do with it: scale it, invest to build readiness first, reconsider it, or stop it. Every initiative gets a decision and a reason that can be tracked.

Measure

Track what you invested against what the business saw.

The FOAP Dashboard. This dashboard is the front page of your FOAP Workbook. Each quarter you fill in your KPI Map: what moved on each indicator, and the dollar value of that movement. Add up the year’s impact, add up what you invested, and divide one by the other. That’s what we call your investment efficiency — $1 invested : $X the business saw. It’s meant as a comparison, and not a direct claim that your programs caused “x” results.

The quarterly review and the year-end synthesis. Your quarterly numbers go into the KPI Map and the Dashboard reflects them, so the fiscal story is current every quarter. Each quarter we review it together: what the numbers say, whether you’re on track, what changes next. At year-end, we help you build the full-year fiscal story to share with leadership.

Discovery

We interview you and three or four of your stakeholders to understand your business, the strategy you already have, and what numbers you need access to.

WEEKS 3-4

Workshop → your SOAP

We run a workshop and build your SOAP.

WEEKS 5-6

Your measures

We work through your measures. For every initiative: what business number shows whether it’s working, what the problem costs you today, and what you’re spending on it. This is usually the most challenging part and it’s conducted over several sessions.

WEEK 7

The Heat Map

We plot your initiatives on the Heat Map and you decide what to scale, what to build readiness for, what to reconsider, and what to stop.

THEN

The quarterly cycle

Your team updates the numbers and we review them with you: what moved, where you’re off track, what you’re changing. The commitment is one hour, four times a year.
