New method gives learning leaders a one-page financial statement for the L&D function


CHICAGO, Oct. 5,
2026 — WeLearn Learning Services, the learning services, consulting and custom content partner that creates exceptional learning experiences, today announced FRAME™, a new method for reporting learning and development in business and financial terms. WeLearn will reveal FRAME™ on Oct. 7 during the featured keynote at the Training Industry Strategy Summit in Milwaukee.

“Every function in the business reports to leadership in financial terms, while L&D typically reports numbers that mostly matter to learning,” said Sean Stowers, CEO and CLO of WeLearn. “FRAME™ changes that. It gives learning leaders a clear view of what the business gets back for its investment. We built FRAME™ directly with learning leaders to solve a problem they told us about again and again: they can’t show leadership what their work is worth in dollars. We’re revealing it at the Training Industry Strategy Summit on Oct. 7.”

FRAME™ connects each learning initiative to a KPI the business already tracks, such as first-year turnover, incident rates or time to proficiency. This gives leadership a financial view of learning, and a clear basis for deciding which programs to scale, rethink or stop.

The method produces a FOAP (Fiscal on a Page), a one-page financial statement for the learning function. It shows what L&D spent and the value the business saw over the same period. This gives leadership one clear number: for every $1 invested in L&D, $X in value to the business. WeLearn terms this investment efficiency.

FRAME™ has five steps:

  • Focus: Anchor L&D’s work to the business strategy.
  • Relate: Connect each initiative to an existing business KPI.
  • Assess: Weigh each initiative’s value against the organization’s readiness to deliver it.
  • Measure: Track what was invested against what the business saw.
  • Embed: Run quarterly reviews on the same schedule as the rest of the business.


FRAME™ compares what L&D invested with what the business saw over the same period. It doesn’t require control groups or proof that training alone caused a result, so it’s practical to run. The work starts with setup, because the numbers FRAME™ relies on often sit outside L&D.
