William J. Ryan, PhD is the Principal Consultant with Ryan Consulting, LLC and a fractional learning strategist at WeLearn. He develops high performing people using learning strategically and performance solutions to engage and retain a skilled workforce.  His unique skill set includes academic, private industry, and government experience as VP of Education, VP of Technology/CIO, National Leader of Curriculum & Technology Solutions and as the Executive Director of a state-wide nationally known competency-based initiative, Learn on Demand.  He brings a demonstrated record of corporate and industrial management experience beginning as an instructional designer to leading performance support and instructional design teams globally including high technology, and health-related industries including home health care and insurance.  Currently consulting with a range of organizations he is developing comprehensive talent staffing and development plans, initiatives focused on workforce development, developing alternative paths to leverage educational resources to help businesses retain and develop their workforce, and creating talent development strategies aligning career pathways with learning ladders.
